Microsoft sent out an announcement to those that have used Microsoft Invoicing as part of their Office 365 Business Premium or Microsoft 365 Business subscription, or the Business Apps add-on:

Effective on 8 February 2020, Microsoft Invoicing will be retired, and will no longer be available. If you are using Microsoft Invoicing, you can download your invoices, estimates, price lists and customer lists data before 8 February 2020.
